1: "Upgrading": the Felines have become quite adept at fixing broken parts and replacing with artificial bits. To upgrade can mean anything from replacing limbs with stronger equivalents to (in this case) installing hardware into the skull. This can vary from simple memory augmentation to full-blown brain replacemnt.
What Halon is suggesting is that someone gets a general purpose total brain function upgrade; Which brings us to the next point:
2: "Overdriven": as most computer users will know, there is a modification that can be made known as "overclocking" which will allow the computer to run faster. Likewise, a brain augmentation can be ramped up to focus on one task more efficiently.
This has three problems: first it's highly illegal. So they would need to get an uncoded upgrade installed (read: no mental 'fingerprint') which means having it installed by a backyard surgery. Which is the second problem: backyard surgery is never as much fun as it sounds.
The third problem being that as the augmentation has been 'overclocked', it will fairly quickly burn out, causing all sorts of spectacular (but messy) problems for the subject. That's assuming that they survive the installation procedure...
3: "Commerce and Intergalactic Tradehouse" = combination customs and bank = lots of expensive stuff lying around.
